The Cherriots team is in the beginning stages of developing a Climate Action Plan (CAP) with the goal of continuing to create a sustainable future for public transit in the region.
The development of a Climate Action Plan is necessary to help us identify current trends, set targets, and establish strategies and actions to reduce our environmental impact on the community.

Progress So Far
In September 2024, the Cherriots Board of Directors approved a contract with Cumming Management Group, Inc., to provide expertise in developing the Climate Action Plan.
Since then, we’ve entered Phase 1 of the project. The project team is collaborating closely with Cumming Group on a Baseline Conditions Assessment, which is approximately 60% complete.
The Baseline Conditions Assessment involves reviewing existing Cherriots and regional plans, analyzing gaps in policies and practices, and evaluating Cherriots 2022 greenhouse gas (GHG) emissions inventory. This review will help estimate our future emissions under different scenarios and potential impacts on the communities we serve.
The Path Ahead
The findings from Phase One will be compiled into a Baseline Conditions Memorandum, which will lay the groundwork for strategy development in the next phases.
Phase 2 – Climate Mitigation and Adaptation Strategy Development
Cherriots will develop strategies to reduce GHG emissions and adapt to climate-related risks. A key focus will be addressing the needs of frontline and marginalized communities while achieving maximum environmental impact with minimal financial and resource costs.
Phase 3 – Draft and Final Climate Action Plan
The draft Climate Action Plan will incorporate all collected data, strategies, and objectives. Stakeholders and the public will have the opportunity to review the draft, with a 30-day public comment period ensuring broad input. A finalized version of the plan will then be presented to the Cherriots Board of Directors for adoption.
Engaging Stakeholders
The Climate Action Plan project will rely heavily on community input. Currently, we are planning internal and external stakeholder engagement opportunities that will occur throughout each phase of the project.
Internally, input will be sought from the Board of Directors, Cherriots leadership, and employees from every department to prioritize actionable strategies.
Externally, Cherriots plans to engage local stakeholders, including the cities of Salem and Keizer, Marion and Polk counties, key community organizations, and the public in general - you! This feedback will help refine the strategies to ensure they are effective, equitable, and aligned with other projects and initiatives in the region.
